I hope you are all healthy and safe as we enter our ninth week under the statewide shutdown. I am very happy to inform you that utilizing a combination of COVID-19 emergency funds and reallocating Toddle Towne Learning Center funds from operating expenses, planned facility upgrades and stockholder dividends that we are able to guarantee continued payroll distributions for our dedicated staff until the end of June.
As of today we are on day 20 of Phase 2 in the state of Illinois, this means that we are on track to move to Phase 3 by the end of May. If we have no setbacks in infection rates, hospitalization rates and death rates then we will be able to move to Phase 4 by the end of June. As of this time there has been no change to the restriction that the regular state licenses of all Child Care centers in Illinois remain suspended until the start of Phase 4. There are some local centers that are operating under an Emergency Care Center license for the children of essential workers.
Toddle Towne Learning Centers operates with a regular state Child Care Center license issued by the state of Illinois which means that we are not able to resume operations until that license is reinstated by the Governor. Our best guess at this time is that will occur at the end of June. If there is any change in state policy that would allow us to reopen prior to that we will immediately hold staff training regarding any new rules or policies that we will be required to follow and then open for business. Until then we are at the mercy of the state we do not have any choice but to abide by the Phase rules.
If you are being called back to onsite work in Phase 3 but cannot return because of a lack of childcare please contact us and we would be happy to provide you with a letter documenting that we are unable to provide child care to assist you in applying for benefits under the FFCRA (Families First Coronavirus Response Act) or PUA (Pandemic Unemployment Assistance) which can in some cases provide financial assistance for workers who are unable to return to work due to extenuating circumstances.
I will continue to monitor the situation and make you aware of any new information as quickly as possible, but please know that we will open back up as soon as DCFS day care licenses are reinstated by the state of Illinois. At the start of Phase 3 all of our staff will be hard at work onsite, with masks and social distancing of course, to make sure that the centers are ready to go the minute we get the green light.
